I believe that during those times, both the 1st and 2nd hokage were at least early kage level.
Also, as an old man, he fought peak Orochimaru and the former two kages reincarnated on equal ground. There is a mosconception that the second and forst hokage was were weaker as reincarnations by orochimaru, than their real bodies ehen they were alive. Thats not true at all, in the manga, first Hokage and Second hokage were at their normal power at the time of third hokages death. The reaosn they seemed weaker is that Kishimot (author of naruto)/hadnt really gotten the hang of the powerscaling in the Naruto world. This is normal in most great manga, just look at one piece, same story, Oda hadnt gotten the powerscaling in the begining of the manga.
