I am not going to say I know how old Fugaku is supposed to be, but I've done a lot of searching on this since I wanted to be as accurate as possible and also due to people saying this constantly, but the only thing I could ever find was that there is no cannon age for fugaku so I just made one up.

Using your sensor radius to sense chakra is something you have to do willingly; it's not done automatically. Since they had no reason to suspect him, they simply didn't check.
