That's been contested. See, Superman's upbringing is WAY different than any other Kryptonian. He was raised with the yellow sun. That makes him special and way stronger than Kryptonians like General Zod. Even if Supergirl is more efficient, she can't compete with Supes who actively didn't use his powers for nearly two decades years while in the yellow sun. In current canon, Supergirl is in her twenties and has been trained by Amazons on top of being adept in Kryptonian martial arts yet she's STILL below Clark.
