If your're using early anime for reference, that in itself is a huge problem. Ash did a lot of illogical things in the Anime, especially in the early seasons. A Gyrados will never loose to a Charmander, especially in their turf. It can literally drown it or just crush it under it's weight. Pikachu is different due to that Electric-type effectiveness.
Charmander began running on the body of Gyarados and started using metal claws, flame claw, and dragon types in rotation.

And how does he know how to cast this spell and enchant into the medallion. Who taught it to him? Is reading a book enough to be able to do everything by himself after reincarnation? Where did he get the energy required to cast such a spell on someone so powerful? He can do it just because he wants to?
One night, while Brom is sleeping, Eragon moves to a corner of the cave and uses his gem detection spell to find enough rubies to fill his palm. He then turns the uncut rubies into a single flat ruby with a concave face. Next, he pulls some silver from the ground, heats it up, and shapes it into a medallion and puts the ruby inside it. He then enchants the medallion to cast a complex spell at Galbatorix if he gets within a few feet of him. This spell will force Galbatorix to feel the pain and anguish of all the people who have suffered under his rule. The same spell that defeated Galbatorix in the novel. After completing the enchantment, Eragon places the medallion on a chain and hangs it around his neck next to the anti-scrying amulet and heads off to sleep.

That argument would work if he was from this world but he's a reincarnator and has read the book, so he should know what to say and what not to. He should also know about mind magic in the books. This is more like you forcing the mistakes in the name of "character development".
Idk. This entire thing just feels bland and rushed. I can't connect with the main character at all and the conversion fell fake and forced. This was just poorly done.
