They were able to lay their hands on Doomsday's blood and dna after a past battle with Superman and the League some years ago and wanted to make a clone but it was never successful, they tried to mix it with human dna but it was too weak against Doomsday's and got absorbed like it was never there and therefore deemed as failure, after much time and effort later, they got their hands on Martian Manhunter dna and added it together, this time it didn't got rejected but didn't get accepted either, it was like water and oil there was something missing to stabilize the two together, again much research and tests later they were able to add a meta-gene in the mix and somehow it worked and they managed to create their perfect and ultimate clone.
