Bell became level 4 after losing to asterious, no one was killed there. Same with war game, he didn't kill the captain of the apollo familia but still got a massive boost. Exilia comes when you exert a certain stat like agi. Or all of them to it's limit. Falna then gains that experience and stores it as Exilia.

If it was the top ranker in Orario, Ottar the "Knight of Knights" and the Level 7 Captain of the Freya Familia was the one they saw, they wouldn't react much.
