they give classifications to all scp once known weather they are captured or not, they do this in order no not lose track of what the scp is or is capable of doing as limited as some of them may be. But they still have that information and add onto that in the case they find a way to capture and contain said scp, as stupid as it may be to try and lock up a litteral god.
The researchers and the guards were acting pretty normal with William wandering around the site.
