He is right. Bakugos body for example has to have mutated to resist blunt force trauma like crazy or he could never use his explosions. All quirk holders body mutate to allow the quirk to function in the first place.
This is mainly why he believes Quirkless people to be obsolete and that they simply cannot live up to the potential of those with Quirks. Because they operate with the now ancient expectations humans had, but now anyone with a Quirk could potentially exceed these limits in ways that their Quirk simply wouldn't lead you to believe.

Harry especially was doing well. As far as I was concerned, my job is pretty much complete. All I need to do is pass him the Horcrux in my possession and my mission is over. I've set him up on the right path and now he can make his own life. I'll still talk to him occasionally, but everything is set.
