No they are usually red because they use real kyber crystals and then 'bleeding' them turning it red. Basically by filling it with the dark side and negative emotions.
A lightsaber would typically change color based on the Jedi using it, but they can also be altered manually if you know how. Considering my lightsaber did not originally belong to me, it was in sync with the Jedi who had previously wielded it and I didn't really like that. The Sith were not allowed to use Kyber Crystals inside their lightsabers and had made their own synthetic kyber crystals to power their lightsabers. That's why their lightsabers were always red. Since I was neither a Sith or A Jedi, I got creative and created something new.

Yea, Dumbledore looking at a forest not the trees. Blood wards working + Figg update saying harry looked OK or something. Not knowing the full extent of his treatment from the Dursleys. At bare minimum in canon Harry is starved, emotionally abused and hard labor(yard work, cooking, cleaning etc...). Thinking family looks out for family. And love will overcome some 'petty grudge' between the sisters. So he doesn't need to check in person so as to not alert people watching him to try and find harry.
Dumbledore keeping tabs and wiping minds. At least he gets some good news. There are several theories on why he didn't do that for Harry. Maybe he just wanted to give him a normal childhood and genuinely that he was OK and not getting abused in any way. Maybe the reports he was getting from Mrs Figg told him that there was nothing to worry about etc. What's yours?
