not really though. observation haki is inconsistent in the manga. if you are talking about haki not working on objects without spirit then how did fujitora use his devil fruit to raise rubbles and summon meteors to attack luffy if those things have no spirit? did he use it like kidd with his magnetism fruit? yes. but how did he see what rubbles to use? just like how did roger hear from poneglyphs..maybe an advanced form of observaion haki. dont know. while it is true that haki comes from the persons spirit / or spiritual energy, i want to call it more as spiritual will. since the person uses his spirit and will to use haki, especially conquerors.
