Why change the dragon to have arms seems unnecessary and weird because every dragon ever in the lore and story never had them.
Acnologia was also an outcast like me, his body and fire different than the rest. Normal dragons here were more like dragonid wyverns. But Acnologia here is a bona fide real dragon with two hands and two legs. His body is more harder than the rest, and his scales had a different pattern and larger than Grey Ghost and Sheepsteler.

My most developed Hatsu is Shadow Puppetry my second original Hatsu I created. With it, I can control shadows within a 100-meter radius of my body turning them into weapons or even cloaking myself in them using Manipulation and Transmutation to be able to control them while also being able to make it mimic any substance. It's like what Gecko Moria does in One Piece, or how the Nara clan uses shadows in Naruto. There are also a few sub-hatsu I created using the concept behind Shadow Puppetry.

Dragons are shown to be able to understand high valerian commands I mean, unless you want them to be able to talk back I don’t get the point
What do you think of the chapter? I want to write a Dragonlord who uses Parseltongue or tongue in which they could communicate with their Dragons. However, it will be more work for me as I will need to carefully make personalities of Dragon which suit them and not write shit which is a chore to read. But I guess it will be worth it.
