It just seems a little advanced due to their being quirks For your other question, if a certain powerful quirk did appear in the world don't you think the government would want to research it to make it more powerful also in my story a country's maximum firepower capability is determined by no of powerful heroes it has so it has a high plausibility. The use of nukes itself is not much explained in the main story so I just made up something to explain why nukes won't be used in BNHA. and no the concept I used isn't certainly new, I just created this fic on a whim after watching many shows on the same concept.
