that is definitely not how the clocktower works. not for simply having imaginary numbers and not being the heir. there are many examples that disprove this in nasuverse. it's not like she is an incarnation or has mystic eyes or something else like that.

I know they weren't good people, my point about Danzo is that his root wouldn't have worked long term without the cover of the rest of the ninja village. too many people knew about him and his organization. also in the context of naruto although he built a force of very competent chunin aside from a few with innate abilities none of them truly excelled individually or as a group. if he had gained control of konoha and utilized his training methods with everyone, not including those who would have outright fled the village, konoha would have become weaker as it lost the ability to truly develop top tier fighting power. not to mention Everyone from the major and minor villages knew about danzo. they would ALL attack immediately.

I don't agree with you. first the thirds strength while enough to be a strong kage was never his deterrent on the other villages, it was his skills and knowledge. as far as learning all the skills, no in fact he didn't. he WAS a master of all 5 elemental releases and was well educated in the jutsu of his village as well as the known skills of the others, that doesn't mean he mastered them or knows all their strengths and weaknesses, just that he can adjust his tactics and prepare some countermeasures.further knowing the jutsu doesnt mean he can use it or the medical juysu of konoha wouldn't have declined with tsunade leaving and he would have been able to use the flying thinder god jutsu, neither of which he could. I'll agree his time in office weakened him alot, as well as his over reliance on his "friends". that being said the 1, 2, 5 and 7 hokage's were all either senju or Uzumaki known for their vast chakra reserves, and those individuals were known as being powerful even for their clans. power wise he loses to all of them, the two kages brought back were using inferior materials so they could be weak enough to be controlled. even their minds were taken from them, so sarutobi was basically fighting muscle memory further weakened by the deliberate weakness of the materials. only the 4th and 6th hokage's may have been weaker. the 4th was known for his ability to kill an army but we don't know how big his chakra reserves actually were. the 6th was crippled supporting the sharingan for much of his life
