actually, looking back I'm wrong. you time travel in most games. ds1, ds2, (dunno about ds3), and iIcant recall anyone else.

im saying it's swinging strength. he's strong yes, but without the horse he's significantly weaker. the tree sentinel using the horse for the momentum, but if he doesn't have the horse, he wouldn't be able to pull off the same strength feets. aka making his attacks weaker. see when the horse jumps up, the sentinel slams his helberg down which increases the velocity of his swings. so while he is indeed strong, he would be just another weaker enemy with a helberg without the horse.
