Koharu Utatane was never one to quietly settle down. If her authority was stripped and she couldn't reclaim it for too long, she might end up causing a lot of trouble.

Tsunade frowned without saying anything. She picked up her chopsticks and continued eating.

The Third Hokage did not push her. The two master and disciple sat in silence, having their meal.

Once she had eaten her fill, Tsunade put down her chopsticks and stood up. When she reached the Hokage's side on her way out, she said:

"Give me a few days to think about it."

The Third Hokage nodded in agreement.

The fact that Tsunade didn't outright reject it meant that there was room to negotiate.

As long as they managed to appease Koharu, the leadership of the village could stay united. Even if the Hokage faction was now split into two, at least their overall objectives would align on major matters.

Upon returning home, Tsunade checked on Kushina, who was working on her studies. Then, she went back to her room and recorded what the Third Hokage had told her in a scroll.

"Take this scroll to the front line and deliver it to Takashi. Tell him to respond to me as soon as possible."

Ever since Takashi had firmly established himself as the go-to strategist at home, Tsunade no longer wanted to deal with these sorts of issues herself. She simply handed them over to Takashi for him to handle.

She knew very well that when it came to these matters, Takashi's thinking was much sharper than hers, and he was better at identifying key points.

"Yes, Lady Tsunade."

The summoned Katsuyu wrapped its body around the scroll and vanished from the room.

At night, as Takashi was preparing to return to the ninja world after his sage training at the Shikkotsu Forest, he received the scroll.

"Hah! The Third Hokage sure knows how to make a deal."

Half of the ANBU in exchange for more departments under the medical system—this would indeed placate Koharu, who had been rather restless lately.

"Within the medical system, you can have all the departments except for the Pharmaceutical Division. As for the ANBU, I want all of it—not just half, but everything!!!"

The Third Hokage was initially pleased to hear that most of the medical departments could be handed over. But by the end of her statement, his smile had stiffened.

Tsunade was asking for a lot: to keep the Pharmaceutical Division while also wanting the entire ANBU.

An organization like the ANBU—there was a world of difference between giving half and giving all.

With half, the Third Hokage could take it back anytime. Even if Tsunade planted her own people in it, he could reclaim full control if he set his mind to it.

But giving the whole thing? That was a completely different matter.

If Tsunade were to take over recruitment, training, task execution, and everything else within the ANBU, the Third Hokage would be left with little more than the right to give orders. 

Essentially, the ANBU would become a one-woman show, completely under Tsunade's control.

"No way!" the Third Hokage said, his voice raised in protest. "Tsunade, the ANBU is a direct unit under the Hokage's command. What you're suggesting is basically splitting it off entirely for yourself."

"So what?" 

Tsunade spread her hands, shrugging as she replied, "If I can't have full control of the ANBU, why should I bother negotiating with you at all? Things can stay exactly as they are—you came to me with this deal, not the other way around."

The Third Hokage went silent.

Yes, I was the one who came to you, but I didn't think your appetite would be this big!

No, scratch that—it's Hyuga Takashi who's the real mastermind!

This kid had practically become Tsunade's strategist.

"No, the most I can offer is half."

Keep her satisfied, but not too much.

That was the limit, an unyielding bottom line. If he crossed it, they'd just keep pushing, and before long, they'd set their sights on the Pharmaceutical Division.

The Pharmaceutical Division's accounts were in disarray?

The Third Hokage wasn't stupid—he realized what that meant immediately.

If Koharu was in charge of the medical departments and Homura Mitokado handled the Logistics Division, then surely both had used their positions to benefit themselves or their families in some way.

After all, he himself oversaw the Finance Division and did similar things.

"Is there really no room for negotiation at all?" The mention of those shady accounts had a calming effect on the Third Hokage. His tone softened considerably.

Tsunade let out a cold laugh. "Sure, there's room. All those years that I developed various medicines without taking a share of the profits—I want you to give me what's owed if you want the Pharmaceutical Division. And any future drugs I develop will need a profit-sharing agreement too."

He took a cut, yes, but not too much.

"And have you thought about this—how many medicines and potions Tsunade has developed over the past few years? If she demanded profit-sharing, do you know how much the village would owe her?"

That would all be my money!

You want the ANBU?

Fine, take it.

Want my money?

Not a chance.

In the end, the Third Hokage decided to relinquish the ANBU to avoid having to pay Tsunade.

"Alright then."

Though she remained dissatisfied about not regaining control of the Pharmaceutical Division, Koharu had to accept it. 

The Pharmaceutical Division was rich with opportunity, and without it, she felt at a disadvantage.

It wasn't just about the money; the key issue was that without control of the Pharmaceutical Division, the entire medical system would still be under Tsunade's sway.

Though she wasn't happy about it, this was the best outcome they could hope for.

Otherwise, if Tsunade had kicked up a fuss, the three of them would have found themselves in deep trouble.

"Agreed," said the Third Hokage, picking up his pipe again, trying to calm his nerves. "From now on, let things be this way. The ANBU will be handed over to Tsunade, who will have complete control. Don't stir up any more trouble. As for Danzo, I'll arrange for him to be transferred to the Konoha prison."

Now that Tsunade had the ANBU, the Third Hokage dared not leave Danzo Shimura in the ANBU detention facility.

He feared that one day, Danzo might simply end up dead in there—without anyone the wiser.

It would be much safer to move him to the village prison.
