yeah,Hiruzen is like that.But the thing is, Hiruzen does not interfere with danzo because he represents the good side.Hiruzen will handle everything that is related to light,while danzo will do everything in the darkness.It is like an extreme version of Naruto and sasuke.Naruto is the hokage and looks after the village while sasuke is the shadow hokage who looks outside the village and keeps the enemies at bay from the darkness.The only difference being that Hiruzen and danzo are more extreme than our favourite duo.
