Oh, okay, I understand what you're talking about, but I think you're remembering it wrong. In chapter 9, it was mentioned: "The Theosbane clan would never allow her to level up her Soul Rank. Her innate ability was dangerous, and they knew it. The only reason Arthur hadn’t Extracted her Origin Card and shattered it was that she was Samael’s Shadow, and she could easily be killed at any moment due to the BloodWorm in her body." So, Samael's father didn't kill her because she was given to Samael as his Shadow, or else he would've had no problem doing it.

Spoilers: I was planning to explain this in future chapters, but she did play a major role during one of the later wars in the game. She was one of the strongest Theosbanes after her father, and as such, Juliana had to kill her (in most routes, in others she was killed by Michael or so on).

It was a formidable Origin Card. And one day, it would make her immensely powerful.
