You know what's off about the book? MC was a Mercenary in his first life. It's like the only thing he knows how to do is be a bastard: you don't give him a system that highlights that if you want to see an interesting story. It would have been better for the MC to be an Otaku with Eighth grader syndrome if you give him this kind of system. The reason is you want the story to have surprises. This basically writes itself.

"Acceptable Use Policies" are not Federal Law. Violating them wouldn't land you in court, it would merely get your access revoked. Aside from that, they would barely have to enforce such policies back then, as payment processors and most customers weren't as used to the idea of doing business online and had less trust with the concept. However, I can tell you for a fact that Wall Street was already performing transactions "online" with their own network. The scale of these transactions puts the entire idea that doing business online was a "Federal Crime" squarely in the land of fiction. It wasn't accessible to the General Public because people were more comfortable with shopping in stores... and if they wanted to do remote transactions, it was far cheaper for a business to print catalogues and mail them out to interested parties.
After all, current federal law prohibited conducting business on the internet, but being the first mover was an advantage.
