You mean Zoom right, hes called Zoom, the CW show is the one that started calling him Reverse flash and made Zoom a separate character, but eobard thawne is professor Zoom and the Second Reverse Flash, he has a connection with the negative speed force, he's Barry's enemy. Then there is Hunter Zolomon, the Third Reverse flash and the second Zoom, just known as Zoom, he doesn't have superspeed, he has time manipulation abilities that he uses to speed himself up through time, giving him the illusion of superspeed, thus giving him all the abilities of a speedster, he is also faster than thawne(Professor Zoom) he and Wally used to be friends, they worked together and Zolomon knew his identity, but when Wally refused to go back in time to stop Zolomon from becoming Paraplegic and his mom dying, he tried to use the Cosmic Treadmill to do it himself, which gave him his powers, his main goal is for wally to be a better hero, so he tries to kill wallys loved ones in hopes that wally starts to kill, he even killed Wallys unborn kids with Linda Park, he caused her to have a miscarriage. He does eventually get a connection to the speed force, the sage force and the strength force. But he is Wallys main villain

Maybe wally manages to escape and he accidentally time travels to a day earlier, allowing him to plan his payback

So there is a Huge timeskip, cause you said this arc is happening in 1999, and the next one takes place in 2025

Is Reed Richards actually dead, or will he return, so I just reread the 1st chapter, Im assuming Sinister managed to get Wallys DNA already since Sinister is old, he might have met a Wally what was traveling through time and got his DNA in the present time for the Cuckoos

Here's a few ideas for some Rogues, Kang as a major villain for him, Wallys powers allows him to time travel so Kang sees him as a threat, Speed Demon hates him and is always prove that he is faster, Armadillo was an old captain America villain, he became a criminal to help his sick girlfriend with medicine, maybe Flash can take pity on him, Sinister can be a major villain for him, always trying to experiment on him, Kingpin can fill the Crime boss role, tinkerer can join the rogues, he can be the guy who upgrades there tech, also how are you gonna explain the speed force and all the other forces, like, still, strength and Sage, maybe you can Bring in Hunter Zolomon Zoom, the 3rd Reverse flash, he doesn't have superspeed he has time manipulation which he uses to make it look like he has superspeed and give him the abilities of Superspeed, MODOK and Aim can also be a major Villain for Flash

Will some of Spiderman mans rogues cross over and join Wallys rogues seeing as they are more successful in there robberies and will wally also have that same compassion he has in DC for his Rogues, seeing them as down on there luck and always trying to help them be better
