P.S. He will have cooler and more destructive spells as he gets entangled with more complex enemies, example, when we face Shinto, Hindu, Greek enemies. I think pretty much everyone in Kuoh has normal hair color. And Katase's hair can easily pass for dyed hair. All mobs have normal hair, only the characters in focus got those weird shades

None of them were ever mentioned to be natural. Going by common logic as no one knows supernatural exists, most of those hair colors can be considered to be dyed. However, ones like Rias are explicitly mentioned to be of such color because everyone in the Gremory household has such hair. We don't have the family tree of the other non important characters so they can be easily associated with dyed hair. But the supernatural? Rias' father and brother have blood red crimson hair, Koneko's mother was said to look the same as Koneko which means she most likely had white hair as opposed to Kuroka's black. Supernaturals have been explicitly mentioned with bright hair colors which is a basic trope in anime where important characters are given colors that stand out. And in DxD? 99% of the important characters are associated with the supernatural. It's not weird to see people with colored hair, every day I go shopping I see a girl with a color that I didn't even know existed before seeing. And same with the girls in the school, colored. Natural hair with weird colors should be odd even by their standards, unless they are part of the supernatural.
