I feel like it would be temporary since throughout all the users of the ten shadows technique surely Raga has gone against fire based attacks before, unless the adaption resets with each new user of the ten shadows technique. Also if its a permanent adaption then Sukuna would no longer be able to rival the MC since all of his attacks wont work, if its temporary Sukuna at least has a chance to kill Raga when he is summoned.
