Honestly, the way he rebuffed Longbottom's attempt at friendship was due to his fear. Neville Longbottom was the boy who lived. Danger will follow him to the ends of the earth, and Harry wanted nothing to do with it.

At most he'd manage to change magical guardians who could give him said autonomy but with the stagnant and corrupt ministry of magic who are probably in Dumbledore and/or Malfoy's pockets that wouldn't happen. And unfortunately I've been thinking of dropping the story too specially with how he supposedly doesn't want anything to do with two of the golden trio but ends up mentioning them every chapter.

Although Harry did notice that she was fighting with Longbottom after the whole detention thing, and when they made up, the boy who lived had cleaned up his act and stopped harassing people. Still, Harry couldn't really consider her to be nothing more than a friendly acquaintance at best, and in a way, he was glad for it. He wanted nothing to do with Longbottom and his cursed adventures. The events of his detention in the forbidden forest had taught him that.
