Thats how most genjutsu works but there are examples of sharingan genjutsu such as the infinte tsukuyomi and i believe the kotoamatsukami which are able to effect both regular chakraless animals and civilians, even sage creatures (which are stated to not have chakra)
This meant that while this Mihawk was a clone of the original from the One Piece world, he was still susceptible to Genjutsu.
