It seems some people aren't really reading the novel, it's obvious from the previous conversation between Hiruzen and Hiashi that Hiruzen obviously wants to continue Tobirama's plan to create a more balanced Konoha and he's realised that his own clan is a factor that will work against that. if it's not obvious yet, this version of Hiruzen seems to actually be a good man.
No one in the Sarutobi Clan would suspect that their own patriarch, Hiruzen Sarutobi, would use this war as a pretext to weaken his clan's strength!
