Yeah, the warring states period they sent kids to fight as soon as they could use chakra, but once the villages were established, it was "peaceful" at least until hashirama died. Im not ttoosure about tobirama's reign to much other than he established the school , nd training was better and longer , so probably only the "geniuses" went to the battlefield early. Hiruzen tossed the kids into the meat grinder as soon as they graduated. Though in the Naruto universe, kids kinda stop being kids earlier than the real world, for the most part. Though there's not much information about the time period of the first and second hokage so it could be different than what I think.

I agree with hiruzen was definitely dealt a bad hand with the scale of the 3rd shinobi war, but I'm not too sure about the 2nd since the other villages were still fighting much more amongst themselves. But I think the both of us have a different idea of when the kids stop being kids cause I'm of the mind that it's shortly after they graduate or even before depending on the circumstance, just cause of the nature of the Naruto world.
