This is easily the best option, ionia or noxus sound the best. I promise if theres just a seven-year time skip where he does nothing it would not go well with the readers, I've seen stuff like this before. You could implement him taking part in the invasion of ionia on either side. Not sure how well that lines up with the official timeline, but you could easily change some dates and just make it a slight AU.
