There's literally no reason for her to be the heir now that she has a brother of equal age. Any ambition she has is artificial to the story that or we have to assume shes just power hungry which is possible, but everything about her society would mold her to see her brother as the heir that or her father loves her so much more than her brother in this story that he still makes her the heir while knowing it would cause a civil war.
