First, I think "water conducts electricity" is much more well-known than "wind strengthens fire". And since Suicune "embodies the compassion of a pure water source", I think it creates pure water, meaning this water can't conduct electricity (it's the minerals in the water that conduct electricity, not the water itself).
But few realize that water and electricity are also an excellent pairing. Water conducts electricity, extending the range of electrical attacks.
