Kaguya's main problem was overusing her chakra and the Tenseigan, and even after three days of rest, her body hadn't fully recovered. The aftermath of using that technique was significant, possibly because she had forced it with insufficient strength.

Since she couldn't use those jutsus, she had been learning common jutsus from the library. Because of her assignment to guard the jutsu library, she had access to many jutsus. She learned a large number of C-rank and B-rank jutsus and could even use several A-rank jutsus effectively. S-rank jutsus were out of reach due to her chakra limitations, and they weren't available in the general library anyway.

Why doesn't it? The Otsutsuki gain chakra by eating chakra fruit so without that, I doubt they were much better than humans.
However, Kaguya currently cannot use any of these. Despite having the same bloodline as Kaguya Ōtsutsuki, and these techniques imprinted in her mind like instincts, the problem is that her chakra is completely insufficient. With only a genin-level chakra capacity, even using the Rabbit Hair Needle consumes nearly half of her chakra, let alone those ultimate moves.
