Actually America has a pretty decent logistical railway system for our needs could definitely be improved though. About 40% of american logistics go through rail lines. Pedestrian trains on the other hand are more used for crossing the country while seeing the sights and they are in a pretty abysmal state. They are fun to go on but you might as well drive or fly if you are trying to go somewhere.
These would require substantial re-engineering considering that the current rail systems were about as obsolete and in as poor condition as the United States railways of the 21st century.

Also there is only so much you can spread out in sieged city that’s half rubble at that point. Also Russians are known for not giving a care for civilians life’s anyway you think they are going to care about a few thousand people dying in a siege. Any civilians in that city are probably considered enemies at this point.
They sent sabators in every night to destroy supplies and weapons. It is also a siege. They are also civilians for the most part. You usually try to hold out and wait for reinforcements in a siege or pull a desperate maneuver that changes the tide. They chose to wait for reinforcements and ran low on supplies while losing hundreds every day to enemy artillery which would have been around equal on both sides if not for the sabatours destroying enemy arty. If arty damage had been equal the tsar army would lose since they have half the people. The enemy commander might be dumb but not completely stupid he realized no reinforcements were coming and realized that he was just going to die anyway to arty and starving if he did nothing. Best option at that point is to pull a desperate maneuver to break the siege.

Not really most soldiers slept like that or at least with it on the nightstand after coming back from war and a lot of us southerners keep shotguns or pistols under the bed in case of emergency
