hatake is not a bloodline clan so the breeding program doen't make any sense , the breeding program is just for the clans such as uzumaki , uchiha and other heriditary powers . hatake(clan) is only famous for their sword style+thunder (thunder/quick kife/sword style )(also rumored to be a samurai clan , or a branch of samurai clan or warring state periode)
Hokage: I need Uchiha blood in the village. I can't touch Mikoto without Naruto going against me. I need to put Sasuke in CRA. Naruto might be different since he is already in love with Hinata. I will worry later.

i dont understand how is it a " heaven for fil makers , haven for filmmakers, a place where creativity flourishes , providing them with the resources, guidance, and support they need to create compelling and thought-provoking films " you are creating a studio , hiring ppl and even th it could help film maker/artists somehow , dont make it sound like an idealistic fairy tale . he keeps saying the same thing again and again , sounds cringe , just say im making a studio.
