Firstly it seems like Ev's are kinda a thing, they are less like things you get from beating Pokemon and more of what you can get from training or food. For example, if you have a Pokemon do strength training they up their physical attack, if you get them to get used as a punching bag they up their defense and HP, if you get them to run you up their speed, etc.

About SSJ4, I believe it would be unnecessary to use the Dragon Balls just so the MC can get a tail. Because the Saiyans from the 6th universe have already absorbed the tail's power, so the MC could reach SSJ 4 normally without needing to transform into the golden oozaru.
