thats not possible. the criteria requirement to become ruler is that the hero should not wish holy grail and act on behest of holy grail. shirou's goal is to be back to his world so he may need to act or fight the holy grail. being holy grail's right hand judge is no good idea. especially so for someone so strong like shirou who dont need ruler class or command spell enhancement
