You dragged the Voldemort issue too far for no need. Honestly Harry should have dealt with Voldemort so he could not have ever resurrected since the prophecy was about him. The entire Grindelwald Voldemort nonsense just felt needlessly added requiring plot induced stupidity. For some reason lot of HP ff authors get stuck on concept of final battle when it is never needed especially if know know about his trinkets. The best solution is always living well meaning you quickly destroy said trinkets and prevent the dark moron from ever rising and since the dark marks are linked to him it will probably deal with entirety of his support base as well since they will also die.

infact all the villages would be happy if Shiki actually runs a trade group/caravan that trades with all the countries. Since they know he will use his puppets to defend the caravan it means all of them can get regular supplies and a boost to their economy.
