After all Butterfree is bug and psychic type and this will be used as the criteria to defeating it. Well every trainer has different way of training and raising their own Pokemon. This is also a differential point in the fact that different Pokemon of same species had different powers and strength. Also it is also based on fact on amount of resources used to raise one, but for the current Alex he is facing a grand dilemma. His starter will not take much resource from his hand but to raise Charmander he would have to cut a piece of flesh of his own.

I have a reason for not catching them as I want all Legendary pokemon have there own territories . So if Gary catches pokemon of one region The overall strength of one region may weaken and all other regions may attack them . Because in pokemon world the overall strength of an region can only be depicted by Legendries . That is my point of view for legendary pokemons . But it isn't he won't catch legendary he will catch them but they will be legendary pokemons whose presence won't change the strength of a region .
