Tri-Commission.

It is a collective term for three organizations which oversee every matter in Inazuma. It is roughly equivalent to the Liyue Qixing and the Eight Trades in Liyue as well as the Knights of Favonius in Mondstadt.

These three commissions are Tenryou Commission, Kanjou Commission, and Yashiro Commission.

.

.

.

Tenryou Commission.

It is the executive arm of the Raiden Shogun. It is led by the Kujou Clan and is responsible for managing security and military affairs, including enforcement of the Vision Hunt Decree, enforcement of the Sakoku Decree (illegal entry and exit).

Compared to the Kanjou Commission and Yashiro Commission, the Tenryou Commission sees a higher desertion rate due to the reality and horrors of war plaguing them as a result of the Vision Hunt Decree in which the soldiers fight and kill other people, contrary to the expectations of some who had expected to fight ancient monsters and denizens of the Abyss.

.

.

Kanjou Commission.

This is the authority who manages Inazuma's finances, customs, and borders. It is led by the Hiiragi Clan, who are based in Ritou.

The Kanjou Commission have been said to conduct very difficult assessments to any who wish to leave or enter Inazuma. They have a strong and authoritarian grip over Inazuma's border. One can call the Inazuma border "simply impenetrable" because of the Vision Hunt Decree and the Sakoku Decree. They are also abusive towards the foreigners that reside in Ritou (legal entry and exit).

.

.

Yashiro Commission.

This Commission is in charge of managing shrines, festivals, and cultural events.

Due to this, they do not have as much influence compared to the Kanjou and Tenryou Commissions. All three commissions, however share the same authority as they are able to keep the other commissions in check.

.

.

.

.

Finally, the organization that stand on top of all, Inazuma Shogunate.

The Inazuma Shogunate, also simply called the Shogunate, is the entity that rules Inazuma. It is led by the Electro Archon, who is also known as the Raiden Shogun. Under the Inazuma Shogunate is the Tri-Commission, the group of three commissions that oversee every matter in Inazuma.

.

.

.

.

.

.

Ei: That's how Inazuma operated till now.

The electro archon said while passing another document to Primis who just hummed and started reading it.

By now, Ei had already given the overall situation of Inazuma before it was attacked by those invaders.

By the way, right now, they were in Tenshukaku.

The residence of the most exalted one in all of Inazuma. Standing tall on the highest point in the city, it watches over all under the Electro Archon's dominion.

Though this time, the one sitting on the throne was none other than Primis instead of Ei.

Makoto and Ei, on the other hand, were standing at the side passing him one document after another and also providing him as much information as possible.

None of them mind one bit that he was the one sitting on their throne. They even felt that it was natural thing for him to be sitting there.

Primis: Give me the report on Shogun's Army.

Nodding her head, Ei spoke why passing another file to him.

Ei: The Shogun's army is my own army. As a whole, the army primarily maintains peace and order throughout Inazuma. Members of the army are split up to help serve the Tri-Commission.

Primis: Then they must be assigned with different tasks.

Ei: Mn. Those of the Tenryou Commission are the predominant fighting force of the military, whereas the Kanjou Commission focuses on border security and the Yashiro Commission's role in the army focuses on protecting shrines, festivals, and public events.

Makoto: And there is an ongoing military draft. A post on the Commercial Street Bulletin Board in Inazuma City from the Tenryou Commission orders all families who've received a draft order to send at least one adult to join the military.

Primis: I see.

Makoto: What should be our first step, My Lord?

Primis: To take back the Shogun's army under a single banner again. Because of the invaders attack, we must have lost a lot of the soldiers. Hence, we can't afford to have remaining ones further split into three groups.

Ei: If we call them back then, even though the military force will concentrate on a single thing, the borders and public will be without much protection.

Makoto: On top of that, it basically means Tenryou Commission will become the strongest among the three. Kanjou Commission and Yashiro Commission will definitely be against it.

Ei: I also think so.

Primis: First thing. After the invasion, the population of Inazuma has decreased drastically. And because of the fear of enemy attack again, we can forget about doing any festivals and public events. Hence, we can order the remaining ones to settle down and live in Inazuma city from now on.

Hearing this both started pondering about it.

Makoto: Hmmm. This can work. After all, with this not only will they be under the watchful eyes of all the soldiers that will be stationed here but also, they will be under Ei's gaze.

Primis: Yes. In other time, people might me afraid of Raiden Shogun might but in this dangerous time, that very might will be the one that will give them the sense of protection.

Ei: What about the objection from other two commission?

Primis: With the low population, the use of commissions has decreased by a huge margin.

Understanding what he meant, Ei narrowed her eyes and spoke.

Ei: You want me to dissolve the Tri-Commission.

Primis: Um. That will be the best course of action. From now on there will be only one power in entire Inazuma i.e., Inazuma Shogunate.

Makoto: I don't think it would be that simple. After all, the Kujou Clan (Head of Tenryou), Hiiragi Clan (Head of Kanjou), and Kamisato Clan (Head of Yashiro) have been working as Tri-Commission for generations. They won't accept this.

Lowering the document in his hand, Primis gave an eye to Makoto and asked.

Primis: Do you think I even give a damn about their opinions? In Inazuma, the words of Raiden Shogun are the final. The approval and recognition of the mortals are unnecessary.

Makoto: That's….

Getting surprised at Primis words, Makoto looked at her twin sister, thinking she will say something on this.

But too bad, Ei just closed her eyes and remained silent. Clearly indicating that she agreed with Primis.

In the end, Makoto could only let out a deep sigh and decided to go along with it.

Ei: What about the resistance?

Primis: They are not currently in Narukami Island. We can focus on them once we solve the situation of Tri-Commission here.

Ei: Alright.

Makoto: But are the heads of three clans still alive after the enemy attack?

Primis: They are.

That's all he said.

Even though they were wondering how Primis was so sure, they didn't question since they can tell that he had no intention of explaining it.

Knowing what they have to do next, the twins left the room to call the three clans.

Once they left, Primis leaned back on the throne and was looking at the ceiling.

As he went deep into his thoughts, his shadow turned purple and engulfed the entire area behind.

Then a pair of arms came out of the shadow and hugged his neck from behind.

Snapping out of his thoughts, Primis glanced at the Witch of Envy who was looking at him with purple eyes full of love.

Primis: So, you are healed enough to move now.

Satella: Um. But I can't go more than one meters away from you.

Primis: I see.

Satella: Um.

Primis: Is there anything you want?

Satella: Just a question with no importance. But for now, let me remain like this for some time. It's really been a long time since I feel your warmth.

Primis: ...Fine.

With this both the place became silent again.

After few minutes, Satella finally opened her mouth.

Satella: Prime, is there something you want from the resistance?

Primis: Hmm? Why do you ask?

Satella: Just a feeling. So, I got curious.

Primis: ...Isn't it because you want to spend more time like this? So, you are just asking random questions.

Satella: Hehe. Busted. You're right, I am not that interested in it. It's just something I come up with to have conversation with you. Because in other free time, you are always busy with your own thoughts. So, please tell me.

Hearing this Primis couldn't help but sigh and shook his head.

In any case, it won't matter even if Satella will know about it, so Primis told her what he wants from the resistance.

They then keep on talking with some other stuffs before Satella retreated back.

The moment she left, Makoto and Ei also returned.

Primis: It's done. Huh.

Ei: Um. I have already sent the decree to the three clans and ordered them to gather in Tenshukaku right away.

Primis: Hmmm. Then I leave the rest to you.

With this he closed his eyes and hide his presence to the point that even Makoto and Ei had to use their divine sense to see him.

Well, it was also because he let them.

Both got astonished at this. Still, they knew what was important at the moment. Hence, Makoto approached Primis and stood behind him while hiding her own presence too.

Now, only Ei could be seen the only person in the Tenshukaku.

She then crossed her arms, closed her eyes and waited.

After some time, the leaders of the clans finally arrived in Tenshukaku.

The first one to arrive was a tall and slim old man that was wearing an olive-green kimono under a red haori with a yellow ribbon, a black hakama and a pair of white socks and wooden sandals.

He was the current head of the Tenryou Commission, Kujou Takayuki.

Behin him stood some soldiers of Shogun's army.

Other time these soldiers' eyes were always filled with determination and reverence towards the Raiden Shogun but this time, most of them were showing anger and hatred.

Just like Primis and others had heard, almost everyone thought that Ei was the responsible for the current situation of Inazuma. That's why they had made her their target of hatred.

Opening her eyes, Ei looked down on them with her usual cold and indifferent eyes.

For a second, a trace of fear appeared in the soldiers' eyes as they again realized who they were standing in front of.

Kujou Takayuki: You are finally back, Almighty Shogun. Now with you here, the Inazuma is saved.

The old man spoke, but Ei can sense sarcasm in his words.

His words also faded away the little fear that appeared in soldiers' heart as they again gave her the same expression.

By now it was obvious that the prestige of Raiden Shogun had already hit rock bottom in the whole Inazuma.

Pretending as if she didn't realize that he was mocking her, Ei opened her mouth.

Ei: I have heard that you did a very good job of not only saving the people of Tenryou Commission but also provide shelter to the surviving people of Inazuma.

Kujou Takayuki: Haha. I am honoured to hear that from Almighty Shogun's mouth. As an Inazuman, it's my duty to save my fellow people. After all, I am not like 'someone' who not only make an enemy of someone she shouldn't but also ran away when Inazuma required her the most.

By now his voice no longer contain any respect for Ei as he was openly mocking her on the face.

The soldiers behind him also smiled while looking at her.

Still, Ei didn't show any change in expression. On the contrary, she nodded and continued.

Ei: You are right. Inazuma really needs people with same courage as you. Therefore, I have decided to award your bravery.

Kujou Takayuki: Haha. There is no need for that, Shogun. But if you insist, I will accept it.

Ei: Good.

Nodding her head, Ei continued.

Ei: You see, I have seen that it was too much of hassle being a head of a commission. After all, you need to spend most of your time in one room doing paper work all day long. As a result, you don't have time to go outside and see how people are doing and in case they need some help.

Kujou Takayuki: Well, that's true. But…

The old man didn't know why but he was suddenly having a very bad feeling.

But before he could open his mouth, Ei interrupted him and continued.

Ei: That's why you are promoted now.

Kujou Takayuki: P-Promoted? Is there even a rank higher that the head of the commission?

Ei: Of course, there is and you have reached it.

At this time, the corner of Ei's lips rose a little and spoke.

Ei: From now on, you are no longer the Head of Tenryou Commission. You have now a "Foot Soldier" of Shogun's Army which work directly under the very Inazuma Shogunate. So, now its time to charge forward at the enemy along with your fellow soldiers and become a symbol which will be remembered by both the soldiers and people of Inazuma for generations to come.

Showing a cold smile to the old man, she continued.

Ei: So, congratulations on your "Promotion". Foot Soldier, Kujou Takayuki.
