Therefore, Edgar and his friends had decided to pledge their allegiance to the Fallen Angels League.

In other words, Edgar and his NPC colleagues had decided to be the Fallen Angels' city's Advisors. Qin Ruo didn't understand what Edgar's "Advisor" meant; however, having Demigod NPCs joining the Fallen Angels was always a good thing to Qin Ruo.
