Looking at the moves gyarados uses, you can tell its not that high level, plus leo’s pokemon arent normal (remember that) we should all know very well that size dosent matter in pokemon. Same for the real world, someone half the height of his opponent could still win, many factors determine victory, and this also applies in pokemon.

For example if a trainer caught an articuno, it wouldn't be the only articuno in the world as there would be many, just extremely hard to find, same for the other legendaries.
