you are correct in that age of consent is mostly 15-16, but it depends on the country, Bulgaria ( where krum is from) has it at 14. But that is only for couples where both are under 18. If your over 18 it is illegal to have intercourse with someone underage ( there are some cases where its legal, but that is a different matter with a lot of complexities i do not know)
