Each captain handles 10 sergeants. There are 50 captains under a Lieutenant, 3 lieutenants under a zone commander and there is only 1 commander. So, a zone commander had 31,653 people under them. Axel was chosen to be one of the 5 zone commanders of the town. That is a total force of 158,000 as there were 5,000 fewer soldiers in the central zone.
