Its a bit of a numbers game/ politics. okay so in canon Konoha is the biggest ninja village, they have roughly 10,000 ninja always working based on the war arc numbers. Meaning this is like 10 percent of the actual population. That means the other people in the village have to do something, based on the time periods in japan they probably didn't have much of a education and were expected to go right into work if not attend a small trade school. For Konoha its just the cost of doing business to bolster numbers to make other countries more scared about getting in a war with them. Politics wise its just to show how wealthy a nation is.

And to that I say bullshit. You telling me that after him and his old lady (Kurenai) got dusted by Kisami and Itachi. So, they get embarrassed by their juniors and don't feel the need to train and improve their skills. Mind you neither of them two missing ninja's were trying. I'm sorry he deserved death after that.
