One that, according to Jean, would be the next crucial step in Mondstadt's journey to becoming a true modern city: the formation of a City Council.
Satoshi, sitting in his office, received Jean's official invitation to join the council, and he couldn't help but raise an eyebrow. A City Council? He supposed it was only natural, given how much Mondstadt was expanding. However, the idea of being involved in official meetings and bureaucratic decisions wasn't exactly the most thrilling prospect for him.
Still, Satoshi knew that this was important, so he made his way to the Knights of Favonius headquarters, where the inaugural council meeting was set to take place. When he arrived, he was greeted by a scene that made him pause in amusement. The main meeting room was filled with a colorful array of Mondstadt's most recognizable faces.
Jean was at the front of the room, trying her best to maintain some semblance of order as the attendees chatted and laughed amongst themselves. Kaeya, leaning casually against the wall, exchanged playful banter with Lisa. Diluc stood at the back, arms crossed, his usual calm demeanor in place, though Satoshi noticed a faint twitch of annoyance at the constant noise. Amber was excitedly chatting with Noelle, while Sucrose seemed almost overwhelmed by the crowd, her eyes darting around nervously.
And then there was Venti, perched on the edge of the table, plucking away at his lyre and adding to the noise, much to Jean's chagrin.
"Alright, everyone, may I have your attention?" Jean called out, her voice calm yet commanding. When no one seemed to respond, she sighed and glanced at Lisa, who winked at her before casting a small bolt of lightning toward the ceiling. The sharp crackle of electricity drew everyone's attention, and they quickly settled down.
Jean smiled gratefully at Lisa before continuing. "Thank you. Now, as you all know, we're here today to discuss the formation of Mondstadt's first official City Council. This council will oversee the development of the city, ensure the needs of the citizens are met, and help guide Mondstadt into its new era of progress."
Kaeya raised an eyebrow, his signature smirk playing on his lips. "Sounds very official, Acting Grand Master. Are we supposed to start wearing suits and ties now?"
Amber giggled, picturing Kaeya in a stiff suit, and even Diluc's lips twitched slightly. Jean, however, chose to ignore the remark, pressing on with her speech.
"Each of us here has played an important role in Mondstadt's development thus far. That's why I've invited you all to be part of this council. Satoshi, especially, has been instrumental in modernizing our city, and I believe his insights will be invaluable."
Satoshi rubbed the back of his neck, a bit embarrassed by the praise. "I'll do my best, Jean. Though I'll admit, I'm more comfortable working on machines and projects than sitting in meetings."
Lisa chuckled. "Oh, don't worry, dear. I think you'll find these meetings to be quite entertaining. Especially with this group."

The first order of business was deciding on the structure of the council. Jean would act as the chairperson, overseeing the meetings and ensuring everything ran smoothly. Kaeya was appointed as the liaison to the Knights of Favonius, while Diluc would handle finance and resource allocation, given his extensive business experience.
Lisa took on the role of Secretary, responsible for documenting the meetings and keeping records. Sucrose was appointed as the head of research and development, focusing on technological advancements. Amber was assigned public relations, with Noelle as her assistant, ensuring that the council's initiatives were communicated effectively to the citizens.
And as for Satoshi? He was given the title of "Infrastructure Advisor," which, as Kaeya jokingly pointed out, was a fancy way of saying he'd be the one getting his hands dirty.
"That suits me just fine," Satoshi said with a grin. "I'll leave the talking to the rest of you."
Venti, not officially assigned a position, declared himself the "Minister of Entertainment," which earned him an exasperated look from Jean and a round of laughter from the rest of the room.
"Alright, Minister of Entertainment," Jean said, her voice tinged with amusement. "Just try not to cause too much chaos, please."
Venti saluted her with a grin. "I make no promises!"

With the council officially formed, the meeting moved on to discussing upcoming projects. Satoshi was pleasantly surprised when Jean brought up an idea that had been suggested by several citizens: a public park and botanical garden. The idea was to create a green space where people could relax, enjoy nature, and take a break from the bustling city life.
Sucrose perked up at the mention of a botanical garden, her eyes lighting up. "A botanical garden? Oh, I'd love to help with that! We could grow all sorts of medicinal herbs, flowers, and even some experimental plants. It could be a place for learning as well as relaxation."
Amber nodded eagerly. "And a park would be perfect for families! We could have picnic areas, a playground for the kids, and maybe even a small pond. It'd be a great addition to Mondstadt!"
Kaeya leaned forward, his expression thoughtful. "We'll need to find the right location for it. Preferably somewhere central, where it's easily accessible to everyone."
Lisa tapped her chin, considering the options. "What about the area near the Whispering Woods? It's close to the city, and it's already quite picturesque. We could expand on what's already there and turn it into a proper park."
Jean nodded, making a note in her ledger. "That sounds like a good idea. We'll need to survey the area and come up with a plan. Sucrose, Satoshi, would you two be willing to take the lead on this project?"
Sucrose blushed slightly but nodded enthusiastically. "Y-Yes, of course! I think it'll be wonderful to work on something like this."
Satoshi gave her an encouraging smile. "Count me in. I've got some ideas for solar-powered lights and maybe even a small fountain. Let's make this park something really special."

Sucrose adjusted her glasses, her cheeks turning pink. "W-Well, I was thinking of a mix of medicinal herbs, local flowers, and maybe some experimental hybrids. I want it to be both beautiful and educational."
Venti, who was skipping along nearby, suddenly stopped and looked around with a dramatic flourish. "I think we need a stage! A small one, right in the middle of the park. Imagine it—an open-air stage for music and performances, under the stars!"
Diluc, who had been quietly observing, raised an eyebrow. "An open-air stage? Are you planning on making the park your personal venue, bard?"
Venti grinned, his eyes twinkling. "Perhaps! But think about it, Diluc. It'd be a place for people to gather, to enjoy music and performances. It would bring people together—just like everything else we're doing."
Jean, walking at the front with Satoshi, turned back to look at the group, a smile tugging at her lips. "It sounds like we have a lot of ideas. Let's make sure to incorporate as many as we can. This park should be a place where everyone feels welcome and where people can come to find peace and joy."
Satoshi nodded, his gaze sweeping over the lush landscape. He could already picture it—a beautiful park, filled with flowers, trees, and happy people. It would be a place for the citizens of Mondstadt to enjoy, to relax, and to create memories with their loved ones.
