The second day after checking into the Navy Hotel, Rein didn't go to the training grounds but chose to wander around the hotel and its vicinity instead.

Soon, Rein gained a preliminary understanding of the environment here.

Turns out, the islands surrounding Rosby City are riddled with pirate organizations and smuggling rings of various sizes, both large and small.

Rein also overheard from naval officers chatting in the tavern on the first floor of the hotel that many Imperial Wanted Criminals who had fled from inland areas were also hiding on these islands.

Furthermore, on some of the larger and more remote islands, there are indigenous tribes whose warriors paint their faces with camouflage and exhibit fierce combat prowess, with some of their leaders being as strong as formal Knights.

As for why the Empire hasn't been able to completely wipe out the 'ghouls and goblins' on these islands?
