The Capital City moved several times over the course of history and the reference I took for the novel is Zhao to Han Dynasty. At this point of time, the capital city also moved from Chang'an to Luoyang, then Xuchang. The one I used for the novel was Chang'an, which was located in the center and the Winter is not as intense as the one at the north.
