In relation to the fact that so few Earthlings have completed 7-8 Ordeals in the New Earth army, I must remind you that I'm speaking of professional career soldiers here. They merely follow orders and cannot act as they please.

Beyond a certain level, the Earth Union can no longer risk its soldiers' lives so easily because it can no longer guarantee that it will be worth it. For instance, the survival rate of participants in the Fifth Ordeal is only about 1 or 2% on average. Out of 1,000 elite soldiers sent, only 10 to 20 will return alive. Sometimes zero.

Since the number of Seventh-Ordeal soldiers is very limited, they are incredibly valuable, and out of 10 sent to the Eighth Ordeal, there is no guarantee that any of them will come back alive. For this reason, the government prefers to make do with soldiers of this level for now.

The situation is entirely different in independent factions (like Jake's, for example), which act solely in their own interest and are accountable to no one.
