I started laughing as soon as he said that. The council members were all perplexed as to why I was laughing in a serious situation.

"What is the meaning of this laughter? This is a serious situation that needs attention"

I change my tone from casual to frightening and domineering. "As of this morning, almost three-quarters of our excess food supply had been destroyed by a raging pestilence and all you can think of is how to wed your daughters to me"
