Severus was Max's top scout, apart from having unparalleled information gathering ability, he was also undetectable when he wanted to be, blending in perfectly as a street sweeper who everyone consciously avoided eye contact with. 

" See Severus, I'll try that overtime I send you into nicer cities that are more clean, but for now we need some scouts down at the enemy territory, we are blind as to how much forces they have and how well are their landing ports guarded.

The Kingsman will sure as hell not let an entire army storm through their teleportation centre, they'll seal it shut before it ever happens, we need to go in via the air-ship route and if we are to do that we need full information about their air defence systems and their capabilities.
