After the death of the Fantasy Goblin BOSS, every player received a fragment. This was only because the Fantasy Goblin BOSS was killed under the leadership of the City Lord.

Out of all the three hundred cities in the game now, only Twilight City's City Lord was a player. Therefore, other main cities would not have such an opportunity at this moment.
