This phrase is actually quite an interesting Chinese metaphor.
It depicts a flower to have intentionally fallen into a river so as to court it, only to be swept away mercilessly by the river.
There are a few interpretations to this phrase (with the second version being more common).
1) It depicts the river as a heartless person who turns down the flower each time it tries to get close to it.
2) It can also be viewed as the hardship of a hidden crush. The flow of the river is something that is natural, so each time the flower tries to get close to it, the dense river would simply sweep it away subconsciously.
