Prologue
Izuku Midoriya learnt the hard way that not all men were born equal. At the young age of 4 his dreams were destroyed... by himself.

"Izuu, hurry up" said a fed-up Katsuki Bakugo.
"I'm trying but I can't blast my way up like you " Izuku shouted from below.
It was 2 weeks before Izuku's birthday and Katsuki was trying to help him get into shape - or as well of shape an almost 4 year old can be. They had been spending the last week doing laps of the park (and when no one was paying attention they played on the playground) and climbing as many hills as possible, it was supposed to increase his stamina but Izuku thinks that it's because Kacchan can win by launching himself up.
As Izuku was climb up Katsuki noticed that Izuku's eyes stated to glow green, Katsuki dispute what others thought was not dumb in faced he was the second smartest in his grade, second only to Izuku. So when he saw Izuku eyes glowing he did what was natural.
"IZUKU, YOUR EYES ARE GLOWING! THIS MUST BE YOUR QUIRK!" he shouted at the top of his lungs. Izuku, startled from the sudden yell fell over. Katsuki ran over to Izuku who was now on the ground "Izuku are you ok?" he said when he reached Izuku's side.
"I-I-I f-f-feel weird" he was able to stuttered out.
"Aunty Inko, Mum, come help Izuku's hurt" he yelled hoping his and Izuku's mother would hear him from the other side of the park.
As Katsuki looked at Izuku he realised that his eyes were still green. "Izu... are you ok?" he whispered.
A sound escape his lips as he was engulfed in a bright green light. Backing up Katsuki once again yelled for their mothers as Izuku got up. But is wasn't Izuku, he was a....dog? He was on four legs and had a slick back fur, green glowing eyes, a red underbelly and snout. But what was strangest was the horns and rib-like ridges. The horns pointed straight up and seemed to made of bone, the ridges went across his back. Growling Izuku tried to get up but couldn't, it seemed when he fell over he hurt himself more than Katsuki realised. Izuku turned towards him he noticed his throat glow, but instead of green it was orange and red.
As the glow increased Katsuki heard a shout "Katsuki get away from that thing now" he turned to the left and saw his Mum and Aunty Inko. All of a sudden he felt a pull. And than flew straight into Aunty Inko's arms. As he looked back at Izuku he smelt a foul odour and saw a bright light, blinking a couple of times he realised that it was fire. Izuku tried to light him on fire.
"Aunty Inko that's Izuku" he shouted as they ran away...

That day 5 people got burn. While done would of been consider terrible compared to regular fire Izuku made no regular fire. It had some type of toxin in the fire which made the burn un-healable. It took Endeavour himself to stop Izuku. After a week at hospital Izuku was taken to a met a quirk doctor with his mother.
The doctor have light blue hair and a warm smile "So, little guy we've done the test and we know that your quirk is quirk is 'Random DNA Alter'. Pretty much when activated your quirk your DNA randomly changes. But after the... accident, you have placed on the QWL or quirk watch list. It's for those with incredibly powerful quirks and have no control over them or are perceived dangerous to society. Basically it means that your not allowed to use your quirk without being in a mandated area - normally just government funded quirk gyms and tha--"
"That's enough doctor" Inko interrupted "Izuku will not ever use his quirk again. Isn't that right Izuku" She said looked at him.
"Oh, Ok Mum" Izuku said nervously.
"Well in that case you you can go" he said.
"Oh before you go take this Izuku" he said while holding a lollipop. When Izuku went to grab it the doctor grabbed his hand, "careful from now on, ok Izuku" he said softly -Inko could still her him though- as he place a piece of paper to Izuku. While walking away he read it without letting his mother see it. It read
[ Shota Aizawa, your mandated quirk supervisor - xxxx xxx xxx ]
